Despite continued low natural gas prices and diminished economic activity, the industry fared better during 2010 than that in many other states, including our closest neighbors, in terms of drilling permits issued, new wells started, and active drilling rigs.

It has been more than a year since Colorado stiffened drilling regulations for oil and gas operators following months of contentious debate … and, surprise … the industry didn’t fall off the cliff as was predicted by many opponents prior to the rules’ final approval. In fact, this year shapes up to be the second highest ever for drilling permits.

So what’s not to like about cheap energy? Plenty, if you’re a producer trying to make money off it. At $2.50 per 1,000 cubic feet — the lowest price level since March 2002 — gas is simply uneconomical to produce and market. That’s not a good thing for an energy source on which some are counting to replace coal in the next 10 years as the No. 1 fossil fuel for generating electricity in this country.

3,360 drilling applications had been approved by August 6th, and the agency expects that number to climb to 5,000 by the end of the year. Still, it’s almost a 40% drop from the record 8,027 drilling permits approved in 2008. What’s more, the COGCC report also says the number of active drilling rigs has dropped 60% from the 2008 peak.

Colorado Oil and Gas Conservation Commission staff expects to approve about 5,000 drilling permits this year –- way off the record 8,027 approved in 2008 and much closer to the 4,364 permits approved in 2005. But a March record 1,475 applications were filed this year to get in under the old regs.
