Kelly, who’s apparently moving from Minnesota (where Xcel is based) to Colorado, went on to question those in Congress denying the science behind global climate change and the need to move away from fossil fuels. “I think the science is pretty solid. Maybe we haven’t communicated it well enough.”

The approval of the settlement enables Black Hills Energy to construct and own 50 percent of the wind project and authorized the company to conduct a competitive solicitation for ownership of the other half. The development south of Pueblo will feature Vestas wind turbines built in-state.

It will be extremely interesting to see what happens this fall when folks will be essentially asked … how much clean power they want, and more importantly, how much they’re willing to pay for it. Apparently, 90% of electricity generation from wind and solar by 2020 isn’t enough.

The Limon Wind Energy Center will be home to 125 turbines and related equipment in Lincoln and Elbert counties, plus a buffer zone surrounding it. All told, 35,000 acres will be involved. Xcel did not disclose the cost of the wind farm but said the price was nearly 40 percent lower than bids offered in the earlier round.
