GAO Releases Report on Oil Shale - Water Nexus
One of the report’s recommendations includes establishing comprehensive baseline conditions for groundwater and surface water quality, and quantity in the Piceance and Uintah Basins to aid in the future monitoring of impacts from oil shale development in the Green River Formation.

Eagle County Extends Eco-Build Rebates to Community-Owned Solar

The biggest problem is that there is no price-driven incentive for the public to pay any attention to the use of a smart meter. If you really want folks to load up their clothes washer to run at 4 AM when the the demand for electricity is presumably lower than at 4 PM, then you might want to consider discounting the price/kwh to the tune of 50% or so.
