Ritter Holding on to Severance Tax Grant Funds –
Oil & Gas Communities May Lose Millions

This week Governor Ritter said he plans to hold onto money in case it’s needed to balance the state budget, including millions in severance tax grant funds.

His comments have Colorado communities impacted by oil and gas production worried that they will not receive the $37.4 million in severance tax funds already in the till. The Ritter administration is facing a steep uphill battle as it wrestles with a worsening state budget shortfall of hundreds of millions of dollars.

The grants being held back originate from taxes on energy production and are supposed to help communities pay for additional services required by oil and gas workers. Some of the towns say they will urge Ritter to use federal stimulus funds not yet spent to replace any diverted severance tax funds.
